Phoenix Williams
Treasurer
Phoenix Williams serves as the Deputy Chief Risk Officer for the Pennsylvania Higher Education Assistance Agency (PHEAA), where he is responsible for leading and overseeing the overall development, integration, administration, monitoring, and advancement of PHEAA's Enterprise Risk Management (ERM) Program and practices, to include its Business Continuity Program (BCP). He has worked in both the public and private sector with over 15 years of experience in financial management and services. Phoenix is accomplished in risk management, corporate and social governance, statistical and process analysis, compliance, strategy development, and data analytics.
Phoenix holds a bachelor’s in business administration from Temple University, with a concentration in International Business and Business Law, and a Certified Risk Management Professional (CRMP) through the Risk Management Society. He will complete his master’s in business administration with a concentration in Data Analytics from Elizabethtown University in spring of 2025 and is actively pursuing his certification in Risk and Information Systems Control (CRISC) through the Information Systems Audit and Control Association (ISACA).
